Trade deals for nonessential goods can be tariff-free and probably numerically exceed by significant multiples the tariff items and adhere to free trade principles....
If it takes a bi-partisan group to establish essential from non-essential goods, then so be it...I believe that should be a relatively simple and transparent task...

Gas was cheaper in December/January than it is right now, but I guess it's technically cheaper than it was a month ago?
