This smells like "Mexico will pay for it." I suspect that 10,000 number will get dwindled to a fraction of that number, and mostly they will just stand by check points doing nothing.

Mexico had already agreed to that. You don't get kudos for something Mexico already decided to do. He said he'd lift the tariffs once they balanced trade. Did that happen?
