Because LOTS of people change addresses ~annually when they rent or work seasonally.
That means you could EASILY have a "Voter ID" in 2 jurisdictions, meaning you can STILL commit fraud. Just like snowbirds who have properties in 2 states (and they HAVE caught people registered in both locations btw)

We have yet to find virtually ANY voter fraud related to voter IDs, so it seems like a solution in search of a problem.
Kind of like the way Dems like to jump on the 'gun law restrictions' after every shooting, despite the laws they want to change having zero impact on the circumstances surrounding the actual shooting.

Disenfranchising 10x to 100x more voters than cases of "Voter ID fraud".
Precisely the same as denying 100x more people of their legal gun ownership rights to pass a law which will have zero impact on gun crimes.
