Why did authorities let this fester for so long? She clearly is disturbed, but when there is a pattern you have to do something. 911 calls have to be responded to, but could they seek relief via a judge? I don't know, but the article makes it clear actual people in need were harmed, and tremendous money and time was wasted on her.
