Netanyahu Pushes for Indefinite Military Control Over Gaza

Prime Minister Benjamin Netanyahu of Israel released on Friday his most detailed vision yet for a postwar Gaza, pledging to retain indefinite military control over the enclave while ceding the administration of civilian life to Gazans without links to Hamas.

The plan, if realized, would make it almost impossible to establish a contiguous Palestinian state in Gaza and the Israeli-occupied West Bank, at least in the short term. That would likely accelerate a clash between Israel and a growing number of its foreign partners, including the United States, that are pushing for Palestinian sovereignty after the war ends.

Mr. Netanyahu released his plan on the day that Israeli, Qatari, U.S. and Egyptian officials were set to meet in Paris in an effort to advance a deal for a cease-fire and the release of hostages captured by Hamas and its allies in their Oct. 7 attacks. While Israeli officials have indicated that they are open to making a deal to pause fighting and free captives, they have steadfastly rejected pressure to move toward a permanent cease-fire, insisting that they are prepared to wage a protracted campaign to destroy Hamas.
Mr. Netanyahu’s document is in effect a position paper that would need to be adopted by the government, though there is no timeline yet for such discussions.
It envisions the creation of an Israeli-controlled buffer zone along the length of Gaza’s border with Egypt, a move that risks inflaming tensions with the Egyptian government. That aspect of the plan would require Israel to invade Rafah, the southernmost city of Gaza, where most Gazans are currently sheltering, risking their mass displacement onto Egyptian territory, an outcome that Egypt has repeatedly warned against.
The plan also says Israel will seek to retain control over a sliver of land inside Gaza along the Israeli border, where its military is systematically demolishing thousands of buildings in order to create another buffer zone. Israel’s intention is to make it harder for militants in Gaza to repeat a raid like that of Oct. 7, in which Israeli officials say some 1,200 people were killed, although the United States and others have spoken out against any effort to reduce the size of Gaza.
The plan was circulated to cabinet ministers and journalists in the early hours of Friday morning. Though Mr. Netanyahu has laid out most of the proposals in public statements, this is the first time that he has collected them in a single document.
The plan does not say whether Israeli settlers would be allowed to re-establish communities on Gazan soil, as Mr. Netanyahu’s right-wing supporters are pushing for. A senior government official, speaking on condition of anonymity to discuss a matter that puts the prime minister at odds with his base, said that there were no plans to resettle Gaza with Jews, but declined to say so on the record, leaving Mr. Netanyahu with room for maneuver in the future.
Israel dismantled its settlements in Gaza in 2005, while maintaining control over its airspace, access to the sea, population registry and telecommunication networks.
Other parts of the plan include:
  • Handing administrative control to “local stakeholders with managerial experience” who are “not affiliated with countries or entities that support terrorism.” The reference to terrorism aims to exclude anyone that Israel says has connections to Hamas. And while the document does not explicitly mention the Palestinian Authority, the body that administers parts of the Israeli-occupied West Bank, the reference to local residents implicitly rules out the involvement of the authority’s leadership in the postwar set-up — a position that is at odds with that of the Biden administration.
  • The dismantling of UNRWA, the main U.N. agency operating in Gaza. Israel has accused 30 UNRWA workers of participating in the Oct. 7 attack. UNRWA’s leaders say the agency tries to ensure its 13,000 employees in Gaza uphold standards of neutrality, but they say it is not possible to track the private allegiances of all its employees.
  • The overhaul of the Gazan education and welfare systems. Israel says schools and other public institutions in Gaza foment extremism.
  • Opposing foreign recognition of a Palestinian state. The plan says that a final resolution to the Israeli-Palestinian conflict can only be achieved through bilateral talks between the two sides — an implicit rejection of hints by countries including Britain and France that they could unilaterally recognize a Palestinian state. Mr. Netanyahu has previously rejected the concept of an independent Palestinian state, but his plan released on Friday did not explicitly rule it out.

Federal judge in Texas blocks US labor board rule that would make it easier for workers to unionize...

A federal judge in Texas has blocked a new rule by the National Labor Relations Board that would have made it easier for millions of workers to form unions at big companies.

The rule, which was due to go into effect Monday, would have set new standards for determining when two companies should be considered “joint employers” in labor negotiations.

Under the current NLRB rule, which was passed by a Republican-dominated board in 2020, a company like McDonald’s isn’t considered a joint employer of most of its workers since they are directly employed by franchisees.

The new rule would have expanded that definition to say companies may be considered joint employers if they have the ability to control — directly or indirectly — at least one condition of employment. Conditions include wages and benefits, hours and scheduling, the assignment of duties, work rules and hiring.

The NLRB argued a change is necessary because the current rule makes it too easy for companies to avoid their legal responsibility to bargain with workers.

The U.S. Chamber of Commerce and other business groups — including the American Hotel and Lodging Association, the International Franchise Association and the National Retail Federation — sued the NLRB in federal court in the Eastern District of Texas in November to block the rule. They argued that the new rule would upend years of precedent and could make companies liable for workers they don’t employ at workplaces they don’t own.

In his decision Friday granting the plaintiffs' motion for a summary judgement, U.S. District Court Judge J. Campbell Barker concluded that the NLRB’s new rule would be “contrary to law” and that it was “arbitrary and capricious” in regard to how it would change the existing rule.

Barker found that by establishing an array of new conditions to be used to determine whether a company meets the standard of a joint employer, the NRLB's new rule exceeds “the bounds of the common law.”

The NRLB is reviewing the court's decision and considering its next steps in the case, the agency said in a statement Saturday.

“The District Court’s decision to vacate the Board’s rule is a disappointing setback, but is not the last word on our efforts to return our joint-employer standard to the common law principles that have been endorsed by other courts,” said Lauren McFerran, the NLRB’s chairman.

SEC Women’s championship

One of the craziest scenes I’ve ever seen just happened in the South Carolina versus LSU game with two minutes to go. There was an on the court altercation and both teams entire benches left the bench. They ejected both benches as well as the player for South Carolina, who instigated the fight.

The craziest thing, is the suspensions will carry over meaning that South Carolina will have one sub for their first round NCAA game and LSU will have no subs.

The Big Ten Tournament seemed like it would be all about rubber matches for Iowa. If everything went to plan, the Hawks would face Indiana in the semifinal and Ohio State in the final. The Hawkeyes, Hoosiers, and Buckeyes were the class of the Big Ten in the regular season, and Iowa had split regular seasons matchups with both. The Big Ten Tournament seemed destined to give the teams one more chance to find out who was truly better.

Then fate intervened. The Buckeyes and Hoosiers fell in the Big Ten Tournament quarterfinals, and suddenly Iowa went from needing to beat both to claim a third consecutive Big Ten Tournament title to not having to beat either one. Instead, Iowa beat Penn State and Michigan, two teams the Hawkwyes had only played once in the regular season (both Iowa wins), to advance to the Big Ten Tournament final.

Now Iowa does get a rubber match -- just not against the team it expected. It was 5-seed Nebraska that emerged from the top half of the bracket amidst the chaos of this year's tournament.

Iowa knows the Huskers well. Just over a month ago, the Huskers defeated Iowa at Nebraska in a game that Iowa dominated for three quarters. The defeat was a big blow to Iowa's NCAA Tournament resume, knocking Iowa off the 1-seed line for the remainder of February and early March.

Thanks in part to upsets around the country, Iowa is again positioned as a 1-seed according to ESPN's latest Bracketology. If Iowa can get revenge against Nebraska, the Hawkwyes should earn a 1-seed in the NCAA Tournament for the first time since 1992.

When was the last time your car had a flat tire?

I was driving my white Corolla last night in the pouring rain and the "tire pressure" light came on. Oy.

I pulled over into a residential parking lot and saw the rear tire was flat. I may have hit a nail. I called roadside service and he showed up within 15 minutes and put my spare tire on. Quality service.

The technician told me not to drive over 30 MPH with the spare tire. That may be difficult since I have to drive about 75 miles today. I'll try to avoid the highways.

I called my tire guy to leave a voice-mail to tell him I needed help but his voice-mail didn't work.

I'll put on my reflective vest on tonight and will drop my car off at the mechanic and will leave a note and my key in his mail slot and will pray he can fix it tomorrow. He may be super busy. I'll take Uber home.

Before Tiger Woods, I never watched a second of golf on TV. When he emerged, I kept up with almost every major and even the regular tournaments he competed in.

Before Caitlin Clark, I never watched a second of women’s basketball on TV. I tuned in here and there over the last few years, but this year I’ve actually watched several of their games.

I’m guessing there are A LOT of people out there who can say the same. A generational superstar is something to be appreciated no matter the sport or gender.
