All constitutional rights have limitations to them.

The constitution also mentions a well regulated militia. If we presume that the militia is made up of anyone bearing arms, one would determine that having it well regulated might involve insuring that those people bearing arms know how to do so safely.

This hardcore 2nd amendment insanity where it is presumed that there are almost no rules or limitations to owning or carrying a gun is only a recent invention. Our earlier history we had plenty of regulations of the carrying of firearms and it was considered legal and constitutional for a town in the 19th century to seize firearms of anyone entering town so long as they returned the firearms when that person left town.

Court rulings including the high court have settled the issue, we have an unalienable right to bear arms.
