How come it takes 2-3 days to do a machine recount of all the ballots when it only takes a few hours to do it on election day? Fewer machines running votes?

Bay County Florida was hit by a category 4 hurricane four weeks before the election. They managed to complete their counts and certify the results in a timely manner.
Broward County? Not so much.
