From the Wayback Machine(2017) Israel defense chief appears to confirm Trump leaked intel

When the word “appears” is used that is like saying “may” or “could”. It means the person is speculating and doesn’t know for certain.
There is no use reading this as factual.
I have a different take on the use of “appears” - it is not speculative as you suggest; rather it is precautionary. They are stopping short of making a direct accusation.

Much like there may be video footage of a criminal killing their victims but they will still be described in the media as the “alleged” perpetrator.

There was a lot of this in the Mueller report as well. There was clearly evidence to say it “appears” that Trump had violated certain laws but Mueller did not believe he had the authority / standing to level the charges.

Apparently is an adverb meaning "evidently" or "obviously." After his sixth hot dog, you might say to your friend, "Well! Apparently somebody was hungry!" While apparently can mean "plainly" — like, duh — it can also mean "seemingly," which is almost "evidently" or "obviously," but not quite.

If this was specific intel it could very easily put intelligence assets at risk. That's just one of the reasons it's not done. But you keep slurping at that Trump trough.
