I think with PSU and the rumors of camp/club money, the schollies are only 1-2 years. Then it's up to the wrestler to perform and gets cash to pay his way. The key thing is Schollies are a one year contract. I read a lot how the PSU guys were giving up money to get more guys in the room. Not sure what they're doing is illegal, but not ethical in Tom's eyes.
So, my opinion with no inside knowledge at all, Cael gives a scholly full/half (whatever it may be, but more than most schools offer) right out of the gate and they've got 1-2 years of that amount. Then once a starter/AA/NC they get certain amounts of camp money. If NC it is more than a full ride and less for on down. If not a starter they aren't on scholly anymore.
I think this is partly why Suriano wanted to leave as well as why PSU ended up letting him. Since he was hurt he was only getting starter money after getting a full ride scholly.
