Because that's what we did for 40 years after WWII and it worked great for not only improving the quality of life for those living there but getting their cooperation for national defense issues. It's why the Chinese are doing exactly that right now and why they are kicking our asses with mineral rights in Africa right now. They know it works too. But it also involved doing things like overthrowing uncooperative governments sometimes and that isn't very nice. But it did work out well for a couple of decades for the US. China hasn't been doing that as blatantly as the US did, but they are certainly doing their best to destabilize governments they don't particularly like.

I really am pleased that Trump didn't get us into any wars. Hell, I'm thrilled that he didn't nuke anyone. But the way he embarrassed us in front of our allies and eroded our standing in NATO and the UN certainly didn't make us any safer.
