Welders may make more than philosophers...but the critical thinking skills from a liberal arts education are worth more than welding skills. While I agree in making vocational ed more available, it should be noted that low level white collar jobs are viewed as better than blue collar jobs of any type, even those that pay more.

They can but they don't know how are why. They are budgeting only in the numbers without any guide of overall strategic goals. Think about how our pols budget today, they get numbers of needed to keep current govt going and vote to approve or deny the whole thing. Zero based is much more time intensive but aligns strategic goals to the budget process vs just approving a number.
I don't see how congress would be any better at a more complicated process. This hardly seems like a selling point.

It will force them to do real work and better understand the workings of our govt...or they will be replaced by better more talented people.
I have long stated that our govt would be better of being run by a bunch of accounting clerk politicians vs our current lawyers/academia/silver spoon kid politicians.
Bureaucrats have their place. But I don't see how changing accounting is going to clear the fools out of congress.
They will have more to be held accountable to. Today there is no accountability.
