It's likely true. Abbie Hoffman (Chicago Seven member) wrote a great article about this, alluding to Operation Eagle Claw, and the contempt Dems inside the beltway had for Carter. Add the CIA and Military to that contempt, and inflation fueled by the energy crisis, and Jimmy never had a chance.
