He was, but I don't think he has much support for (in the Constitution or among other Constitutional scholars) the position that a president isn't impeached until the articles of impeachment are sent to the Senate. There is nothing in the Constitution that requires that, just like there is nothing in the Constitution that requires Managers from the House to be named. Constitutionally, Trump is impeached and the Senate could start a trial any time they want.

There is a school of thought that Feldman said what he said to try to give Nancy some leverage over the Senate when she has none, but there is no constitutional support for this position. The problem is, Mitch is happy to play along with that game and just not have a trial until he views it as politically favorable timing, if ever. If Mitch believed having a trial right now would be beneficial, he would be having a trial right now without Nancy ever sending the articles of impeachment.
Mitch is a snake just like the rest of Congress. Everyone's hand is in the cookie jar. Ukraine and Biden is only the surface. No one wants a Senate trial except Trump.

I think many Democrats want a trial limited to Trump's actions only. What they don't want is a trial with a broader scope. The articles of impeachment were passed/adopted, so there is going to be a trial eventually whether people want it or not.
