Well at least near the end Joe knew what he did was wrong and stated (under oath) he wished he would have done more when the allegations were brought to him in 2001 (10 years before they came to light). He knew could have stopped it and didn't, he knew that boys were being rapped and he was allowing a former coach using access to the football program to lure more victims. But I am most likely mistaken that it was not connected to the football program at all, jerry fooled everyone as he was a mastermind, the crusade against penn state was a conspiracy and one day the truth will surface.

What Joe absolutely did say in a sworn statement was "he said it was sexual in nature" as in SEXUAL ASSAULT. So yes, raping did indeed occur. They occurred in the Lasch showers, on the PSU campus. Jerry liked to bring kids to PSU for his showers. Which is creepy enough that any sane adult should have taken issue with. I don't care who Jerry was or what he did in the community.
