This is a question coming from someone who has worked with and met FDA reviewers on many occasions to get medical products approved. And who knows how those fee-schedules work, and that FDA actually will make MORE money by rejecting something and requiring a company to come back later with more data and "re-applying" for their drug or device.

Schools stayed closed too long. Didn't find the initial shutdown unreasonable, or in effort to thwart overwhelming medical system. Vaccines proved to be tremendously useful in preventing severe disease that led to death. They don't do a great job in curbing spread over time. Great job on those. Lab leak is still a possibility, although we really don't have any great evidence either way on that one.
