Not fully shocking for Citrus County. Though, I believe there should probably be signs like this in Lake County as well.

But victims see it and have somewhere to call.
If you want to be really cynical Refuge House is probably contracted by the government to sell therapy and other services to abuse victims. So think of it as a way to drum up business that is out there.
That's a really good point regarding victims can find a number and location at Refuge House.
Whether a billboard is the best way to get the message to potential victims, who knows?
