Valencia has the head to head dominating win at this tournament last year and that is a major criteria for seeding at this tournament. Marinelli and Lewis have no wins of note this year and actually barely any matches to warrant being seeded over him. Marinelli was 2-0 coming in and Lewis was 1-1. I just don't see any possible way you put them above him.....
