Mental illness doesn't matter if a person plans to kill a person, rationalizes a plan to do so, and does it, mental awareness can't be an issue. If you are capable of planning and executing the crime you are sane.
That's not to say cases don't always get prosecuted. Nothing is given. But it's open season for murder by claiming "mental illness".
