Ehh, it's as legit as everyone that buys the vests for their pets that have had no actual service training.
Only dogs and miniature horses can be trained to be service animals according to ADA
my daughter has one of those, and is careful to make no representations suggestive of such. She does get good tables at restaurants that don't take a closer look, which I don't begrudge her given that she actually has a mild physical disability.
