As far as cyber goes, a lot of that was done in a nod and wink way with hackers. It gave Russia a shred of deniability to outsource this. My guess is a lot of these guys fled Russia, and the ones left are the Nat Algrens of the litter who aren’t terribly good at their jobs.Talking about intel. By that I mean they have intelligence assets...satellites, whatever human intel, signals intel and the like. Maybe they really suck at compiling it for actionable intel. My it's a timeliness issue....can't get it to forward units quick enough.
There's also the fact that their leadership probably doesn't want "bad news" so they paint a rosier picture...

They can always try to surrender, and at base their complaint is that their assault orders were “unjustified” in that they were incompetent, not in that they are fighting an unjust war. As far as I am concerned, until they surrender, I hope they get blown up while awaiting competent orders to assault Ukrainians.
