This is all Putin. The oligarchs are integral to the kleptocracy but do not support him. All of this has been very bad for them. And, they have no political power. What the world needs is an uprising in Moscow and St. Petersburg.You either do it now, or you do it later.
Because if Putin and his oligarchs are further emboldened, they'll keep pushing it.
