But you forgot some demographic factors.
 
Ukraine has every right to shell Russian cities /infrastructure that provide logistics for occupying forces.

When every last Russo-Nazi soldier leaves Ukraine and the so called Russian backed governments in Luhansk/Donetsk/Crimea unconditionally surrender and disown any political authority in these occupied territories a cease fire should begin. Not until then.
I hate to say this, but the Ukrainians must be very selective. Strikes into Russia could be a tipping point for chemical weapons, or worse.

That was 2008. Fast forward to 2017-2021. The Obama years saw NATO once again mostly in unison.

Putin had to be pissed. He gave Trump a job, one job, and Turd couldn't get it done.

Hopefully a year from now if Putin is still alive, both he and Turd are in exile in NK.
Way to fast forward over 2014 when the Obama/Biden administration let Russia grab large chunks of Ukraine in the first place. Obama was so flexible Putin bent him over and gave it to him good and hard.

Shit they threatened to nuke various countries a half dozen different times for various reasons in the first 30 days of the invasion.

Something tells me they do not intend to see every major city in Russia turned to glass and their entire population annihilated. They are bluffing.
