Watched the BTN's 60 Minute Version of The Iowa-MN Game ...

It was a bullshit call, plain and simple. Of course they can cover their ass by citing the specific rules about waving and everything, but everyone knows that this judgement opposes the intent of what the "invalid fair catch" was suppose to prevent. Nobody was fooled, everyone continued to play and nobody including the refs had seen anything real time. We don't know why they overturned it, but, it wasn't because of protecting the spirit of the rule. Maybe it was the fact that the Nebraska ref, Wisconsin replay official and Minnesota B1G booth guys hate Iowa. Or maybe it was because they don't want to see this shit show of an offense in the B1G championship game. Who knows. But it wasn't to protect the intent of the rule, no way.
 
It was fascinating to see several instances (other than "THAT PLAY") where Cooper DeJean is using the same circular arm-propelling movement when he runs. Maybe it's just what he does? Hope someone can capture and post those here for all to see.
agree...officals will tell players what they are is borderline wrong in this respect. that is their job. the fact that the officals did not mention this until he scored is the root of the problem. Iowa is 7-1 period. If I was the AD, I would also announce that i am paying out bonus to the staff members that had win totals tied to their performance metrics.

Very well said, period. Us football watchers have seen 10000 punts like this where they are short or off to the side and the returner cannot get to them before they bounce. And the returns yell and wave their teammates away from the ball. And in some instances, there are times the returner may have fielded a bounce and advanced it. But how many times has this rule been called, maybe twice, Wisky in 2015 from what we have seen and Coop's. Total bullshit.

They need to change this rule to let the returners wave their hands and if they try to field it to stop the ball from rolling are to advance it then they do it at risk of fumbling. Take the subjectivity out of this.

This rule, then basically says any waving is a fair catch result. The valid and invalid has a same result. Why create the waving over the head rule when any wave stops the play with the same results…

They included the invalid part of the rule to keep returners from tricking coverage teams by faking a fair catch signal. Basically they wanted to take the "gamesmanship" of it out of the game.

In a more serious term, they made it ambiguous and blanketed so that there isn't any gray area about the call, such as the intent of any waving motion by the returner, like calling off his blockers in the case of DeJean.

It's a horsesh** technicality that they will have to address at the very least at the end of the year.

Regardless of the reason for the rule, the results of waving side to side vs above your head are the same. Should the rule then be any waving of the arms = fair catch?

No, because the fair catch gives the returner protection from being hit by the defense. If the defense hits the returner that is a 15 yard penalty. An invalid fair catch does not protect the returner until the whistle is blown as if the defense thinks he didn't call fair catch they may hit him.

I think the better thing to do is to change the signal. Two arms held up straight over the head is a fair catch(think the TD signal) as that is a motion that can't accidentally happen while running or catching a kicked ball and can't really be a trick on the defense. It also would need be defined that those hands must be up a "beat"(better defined than that) before the ball arrives as sometimes a returner may raise their hands to catch a ball over their head and that isn't a fair catch. Nothing else is a fair catch. Waving your hands over your head isn't a fair catch, arms straight out in front of you isn't a fair catch, raising your arms up at the last second to catch the ball isn't a fair catch, etc.
