You realize congress could look at how the money has been spent and adjust their funding levels or if the money is not specifically targeted by congress an executive order can change where and how that money is being spent.

All of these federal agencies are beholden to both congress and the executive branch.
 
You know you're over the target when you're taking a lot of flak, and the dems losing their shit confirms it. USAID must be one of their slush funds, I'm sure there are more. Using our own tax dollars(!) to fund all sorts of leftist NGOs, which employ all leftists, support leftist causes, and donate the rest back to leftist candidates. One big cash cycle for the Dems and it's getting exposed.

At the end of the day, there is some truth to the idea that USAID works as a sort of conduit/slush fund. Sometimes it's because it's a traditional postwar reconstruction project that they don't want to run through CIA or defense (IMO, the fundamental problem with postwar Iraq construction that led to so much trouble was the fact that it did run through DOD). And sometimes there is indeed bullshit associated with the NGO contractors they use. Sometimes there are good and important reasons for doing those things,, sometimes not.

I agree; however, Congress has apparently has been unable/or unwilling to audit and/or even see what USAID has all been funding. Therein lies the problem.

Ok so that's that. It's congress's job to do the audit.

Congress which has been under control of the Republicans many times has chosen not to.

Outside entity, (DOGE), identifies the problem, exposes it to the public, and then the administration dares Congress not to fix it,.. This is the perfect way to force change,... Operating all by itself in the shadows, Congress simply doesn't have the balls to act on this stuff...

However, it appears Congress has historically been stone-walled by USAID on getting the data they need/requested. I’m not a fan of shutting the agency down, rather just finding out where and for what our tax payer $’s are actually going towards.

At this point I actually think it's better to shut it down, and then only put back the pieces that are absolutely necessary...
