Since Trump is a big proponent of trying to make forests more fire-proof via removal of old trees and certain brush -- apparently he didn't know that California has been spending millions on this -- he'll undoubtedly offer more $$$ to expediate the effort in California. Especially since the majority of California's forests are federally owned.

Since 2011, Cal Fire has spent more than $600 million on fire prevention efforts and removed or felled nearly 2 million dead trees. In 2018, California set the goal of treating — which can include slashing, burning, sawing or thinning trees — 500,000 acres of wildland per year, yet Cal Fire remains far from meeting that target.

“It’s an ongoing process,” said Cal Fire spokeswoman Christine McMorrow. “There is always going to be more work.”

Cal Fire is steadily receiving injections of money to do what it can to reduce wildfire risk, including better land management and training a new generation of foresters. In 2018, former Gov. Jerry Brown signed a bill that will allocate $1 billion over five years to Cal Fire to be used on fire prevention measures. But experts warn that more money is needed.

Why did hydrants run dry? Multiple 1 million gallon tanks ran dry due to overwhelming use. (in the biggest fire at least) Sounds like they didn't plan for an event this big. That was a mistake.

That doesn't mean there wasn't enough water to use -- the problem was not enough held back in reserve that was useable at that moment.

In a Wednesday morning news conference, Chief Executive and Chief Engineer of the Los Angeles Department of Water and Power Janisse Quiñones said that by 3 a.m. on Jan. 8, all one-million-gallon water storage tanks that supply the Palisades hydrants “went dry.”

Quick and dirty 30 minute analayis:

1) Since at least 2011 California has been spending many millions (billions at this point likely) of dollars trying to clear forests of dead growth and brush in order to prevent major fires.
2) This effort is incredibly difficult since there are some 33 million acres of forest in the state -- most of it federally owned.
3) There are ordinances that require homeowners to keep brush/trees away from structures.
4) California has faced unprecedented (at least in our time) fire conditions in recent years due to extreme heat and drought.
5) Reservoir levels seem to be above their historical averages after a couple years of good rain/snow. So the water seems available.

Thoughts on items 1-5)
California has a big problem with fire threat and is aware of it. Reducing the threat is a giant amount of work. The threat to people could lessened by choosing not to live in fire prone zones. (but we see how that works with Hurricanes -- it's tough to make people just pack up and leave) Currently water levels don't seem to be a problem where fighting fires is concerned. The water is available.

6) Infrastructure. The first major fire to hit LA -- owed to extreme fire conditions -- was made worse to some degree because water holdings ran low due to extreme usage. The city needs bigger/more tanks and or quicker ways to refill them. This was an urban water system not designed to handle a fire of this magnitude.

Now, how much better the outcome would've been in some areas with more water remains to be seen. These were extreme conditions. It may or may not have mattered that much.

So it seems like our big bitch here is infrastructure as it relates to accommodating extreme scenarios.

(Although it's hard to say exactly how much it contributed to the damage incurred in the city)
