Why not decl8ne the penalty? We have been terrible on 10+ yard passing plays. Our defense is too conservative. Armstrong is terrible under pressure.....

It's actually easier to defend 4 and 5 than 3rd and 10. Also, easier for an offense. Especially when they are in 4 down territory anyway.
