If you've already thown the ball once, behind the LoS, and the 2nd ball is still behind the LoS even if thrown 'forward', it should be still live in a fumble-like situation.

Or does the LoS just shift around as the refs see fit to do so?

It doesn't matter where the line of scrimmage is. It's if the ball goes forward or backwards when it leaves the hand
