Except congress passed a law the specifically lays out the process for a president to impound funds. Trump,isn’t following that. Trump is trying for a back door line item veto. Of course it’s not even that because the spending has been passed into law. He is trying to unilaterally overturn a validly passed appropriation law.
He isn’t king.
