Many of the co ops folded, because they were promised 'backing funds' to remain solvent per state regulator rules (they need to have a certain amount of money 'in reserve' to properly function).
The feds balked on providing that funding, so many had no choice but to close up shop; in CO, we had the state Co Op which was financially healthy, was ahead of schedule on its repayment plans, and was providing good competition vs. the standard insurers. BUT, they were reliant on a pile of 'startup' cash that was promised to them, and then Congress didn't follow through. Thus, those 'failures' (at least in CO) are 100% on Congress 'playing politics' and NOT on the Co Ops overspending or losing money.
The insurance companies are all 'ok' with this, because it limits competition.
This has NOTHING to do with your assertion that you somehow have >$12,000 in out of pocket medical expenses next year; you clearly cannot do your homework on this issue, and sound much more like a shill or complainer here. The Republicans in Congress are doing the country, and their constituents, a huge disservice by formally hampering groups working within the ACA laws to do their jobs. Are there problems with the law? Absolutely. But instead of fix them, Republicans are trying to make them worse, and are costing taxpayers a LOT more money.
The CO Co Op is going to end up NOT paying back the government financing it got for starting up BECAUSE they are forcing it to shut down early, and millions will be unpaid to do that. It's a ridiculous waste of our government's resources to actively work AGAINST the Co Ops and entities that were actually doing just fine....
