No. I don’t think Kelly really knows the situation or what he is asking. Musk already said the bandwidth they allotted to Ukraine was running something like $80 million / month and degrading service for other paying customers.
If he is not dedicating max bandwidth to the region at his own expense and acting an pro-bono wing of American Defense policy I don’t blame him for reducing services to average or typical levels.
Musk/SpaceX already appealed to the DOD to foot the bill and was denied.
If you or Kelly have a problem with SpaceX not wanting to lose $80M a month playing war in europe, call your Senator and tell them to pony up.
Or whine on the internet to a stranger like an ignorant clown. Your choice.

I think there is, and always has been, a subsection of people easily enraptured by extremely wealthy people that are egomaniacs and live large, loud lives as famous people. It is as if they somehow will too become rich if they adore them and become fanboys/ fan girls.
