Because the Feds (Joe) did what it could do....got them to the table and the parties involved at least reached a tentative agreement, getting them back to work......Now a couple of individual unions rejected the agreement....but that is "business" that needs to be worked out. But Joe did do everything he could do to get an agreement.This impending railroad strike,.. Or at least he took credit for resolving it awhile ago.
