Not exactly. The org chart reads that Brian works for Barta but everyone knows that's purely to satisfy the University anti-nepotism requirements. Brian, just like all of the coaches, works for Kirk and all aspects of what he does as well as the compensation he receives is determined by Kirk to the same extent as all of the other coaches. Kirk also appears on the org chart as under Barta, but in reality, everyone knows Kirk isn't going anywhere that Kirk doesn't want to go and Brian isn't going anywhere as long as Kirk is here.
