I'm really not sure how we are supposed to guard him. Can't be physical with him because its a foul. If we try to finesse him he will out physical us and won't get called for an offensive foul.

Don't distort context by taking a position to its logical extreme. Of course Fran could leave him in with foul trouble and a crew that has clearly targeted Keegan specifically, and Iowa more generally, just to ensure Keegan will be disqualified.
