We we're short-handed.

Fran tried to buy too much time waiting for the dead ball while he was giving a few key players a breather.

Cascading effect. Iowa doesn't make baskets so they can't setup the 3/4 court press. Wisconsin with a full shot clock in the half court finds scoring opportunities as Iowa can't play defense that long.
